General Responsibilities:
The 4-H Urban Outreach Program is a year-round program for approximately 90 youth between the ages of 5 and 19 from West Village and other apartment communities in Ithaca. Programs are held on-site in community rooms at housing complexes.. This individual will manage a community-based 4-H youth development program which focuses on safe, educational, and fun activities. S/he will manage/facilitate the delivery of youth services that address locally developed priorities. 4-H activities include homework and literacy tutoring, recreation and life skills, arts and crafts, multicultural education, and community service projects, among many others. S/he is responsible for the planning, implementation, and evaluation of innovative approaches to reach youth and families and to build community-wide support for children, youth and families. This individual will work effectively with college work study students, volunteers, interns, and parents to implement a wide range of hands-on learning activities for youth. This position provides youth with programming Monday through Thursday, 2:00 to 6:00 p.m., and may include some night and weekend programming. Planning and office hours are flexible.
Duties & Responsibilities:
Implementation of 4-H Youth Development Programs (85%):
- Implement the local 4-H youth development program, including planning and delivery of hands-on learning activities for youth, which includes the scheduling of programs, speakers, and special outings.
- Actively reach out, develop and maintain relationships with families on a regular basis.
- Provide access and linkages to local community resources for youth and their families. Key components of this plan may include youth development programs, educational programs, youth summer programs, job training programs, employment services, and coordination with local recreation and youth programs.
- On-site direction of the Urban 4-H Summer Program during summer months (temporary increase in hours)
- Youth recruitment and registration.
- Assist with recruitment, training and direct supervision of volunteers, workstudy students, and interns.
- Responsible for maintenance, organization, and upkeep of 4-H community rooms, and ongoing inventory and purchase of teaching materials.
- Establish links with the community, businesses and local agencies (e.g., libraries, Learning Web) to support ongoing programming.
- Monitor and work within targeted budgets.
Program Evaluation and Accountability (10%):
- Participate in assessing the effectiveness of the Urban 4-H Youth Development Program and recommend improvements and new directions through involvement of the participants and key partners (e.g. youth commissions, young people, parents, and volunteers).
- Provide written documentation of programs through daily logs, attendance records, youth registration, and data entry.
- Provide evaluation input to the 4-H Urban Outreach Program Coordinator for reporting to CCETC Committees/Board, 4-H Program Committee, funders, and other stakeholders.
- Maintain records to document the program participation and impacts as requested by the 4-H Urban Outreach Program Coordinator and the Youth Development Coordinator.
Professional Development (5%):
- Actively participate in professional development to enhance knowledge and skills appropriate for this position through CCE in-services and other trainings/workshops.
Reporting Relationships:
Individual will receive ongoing support and supervision from, and is accountable to the 4-H Urban Outreach Program Coordinator. CCETC Board, as the employer, and its committees provide program guidance and policy decisions. This individual will work with other Program Managers and will also receive supervision and support from the 4-H Youth Development Extension Educator. This position requires supervision of program assistants, volunteers, and interns to meet program needs.
CCETC personnel policies designate a twelve month period with close supervision and support after which s/he is expected to work more independently but will continue to receive the ongoing support and general supervision of the 4-H Urban Outreach Program Coordinator.
Qualifications:
Knowledge, Skills and Abilities Required:
- Ability to motivate, develop and relate to youth ages 5-19.
- Ability to actively recruit participants for programs.
- Ability to take a program from conception to implementation.
- Ability to identify needs of youth, particularly youth in at-risk environments.
- Ability to identify and address needs of youth, adults and the community.
- Ability to work as a team member with local planning groups, schools, professionals and support staff, youth, parents, volunteers, and representatives of other community agencies and organizations.
- Ability to work independently, as a team member, and in an organized fashion.
- Demonstrated ability to communicate with adults and youth of diverse educational and cultural backgrounds.
- Skills in oral and written communication.
- Ability to evaluate and document program participation and effectiveness.
- Computer literacy; ability to generate resource materials, reports, fliers, etc.
- Demonstrated ability to be in a supportive and empowering role with others.
Education and Experience Required:
- BA/BS degree in human services, education, recreation, or other related field required. Progressive experience in managing youth programs preferred.
- Experience, paid or volunteer, working effectively with youth.
- Demonstrated experience in organizing and implementing programs to meet the identified needs of youth.
Special Requirements:
- Ability to work 2:00-6:00 p.m., Monday - Thursday, as well as some evenings and weekends as necessary. Planning and office hours flexible.
- Ability to meet travel demands of the position, including access to reliable personal transportation.
- "Clean" driving record.
- Familiarity with or willingness to learn about the targeted communities
- Background check and sex offender checks required
